Traffic near clinic still of concern

Concerned about traffic snarls in the vicinity of the new medical clinic, Kipling Town council is drafting amendments to its parking bylaws.

A no parking zone is to be established on the south side of Fourth St. and an on-street angle parking area created in front of the clinic itself.

The four-way stop put in place recently at 4th St. and Centennial has served to slow traffic to some degree. However, it has not totally alleviated the bottleneck created by the increased demand for parking spaces near the clinic.

The proposed bylaw amendments were discussed at the September 11 meeting of council.

Also discussed at that meeting were suitable ways to pay special and lasting tribute to author Mary Balogh, a longtime resident. An announcement is expected in the next short while.

Council also heard a report on the Red Paper Clip Project. Preliminary figures from the Housewarming party weekend indicate a deficit to the Town itself in the range of $20,000 for the celebration. It is believed that facility user groups and other local nonprofit organizations, in total, would have profited well beyond that figure.

Council accepted the resignation of Bert Roach as economic development officer, effective October 12. Roach has accepted employment at Estevan. Advertisements are being placed to find a replacement.

The economic development office has been instructed to determine the costs and specifications of constructing a red paper clip which would qualify for the Guiness Book of World Records. As a condition of the recent trade, Kipling is to commission a giant red paper clip as a monument of sorts.
