The first meeting of the recently elected Council of the Town of Kipling was held Monday, Nov. 13, 2006 in Council Chambers.
Mayor Kevin Hassler presided, with aldermen Duane Leicht, Mark Olson, Darren Szakacs, Kevin Kish, Glenn Kuhn and Max Krescy, and Administrator Gail Dakue in attendance.
The Oaths of Office were attended to as per The Municipality Act.
Sgt. Gord Stewart presented his report to Council for the month of October. Town Foreman, Kelly Kish presented his report to Council for the month of October. Council accepted the bank reconciliation and financial statement for the month of October.
Accounts in the amount of $73,201.54 were approved for payment. The Administrators report was accepted and filed.
The following correspondence was dealt with: Newly Elected Officials Workshop; Enbridge Pipeline; Crime-stoppers; Moose Mountain Central RDC; Chamber of Commerce; SUMA; Se Transportation and Redcoat Waste Authority.
The Town will waive the hall rental for the Chamber of Commerce. Our Gift to You evening and make a donation of $200 Kipling Kash.
Kipling will support SUMA 40/40 Campaign with a donation of $500.
The 2007 Committees were appointed as follows:
Personnel - Hassler, Krescy, Leicht and Olson;
Transportation - Kish, Szakacs and Kuhn;
Utilities - Olson, Szakacs and Kish;
Recreation, Health and Protective Services - Szakacs, Krescy, Leicht and Hassler;
Community Centre Joint Committee - Kish and Leicht;
Weed Inspector - Leicht;
Property Control Committee (nuisances) - Szakacs and Kish;
Planning and Development - Kuhn, Hassler, Olson and Krescy;
Development Appeals Committee - Balfour, Karwandy.
The Deputy Mayor position will rotate in six month intervals as follows: Alderman Szakacs - November 1, 2006 to April 30, 2007; Alderman Kish - May 1, 2007 to October 31, 2007; Alderman Leicht - November 1, 2007 to April 30, 2008; Alderman Olson - May 1, 2008 to October 31, 2008; Alderman Kuhn - November 1, 2008 to April 30, 2009; Alderman Krescy - May 1, 2009 to October 31, 2009.
Council appointed Ald. Kevin Kish to Kingsley Conservation and Development Board for 2006/2007.
Kipling will proceed with the registering of the Town Red Paper Clip Logo as a public authority mark and regular trademark for the Town of Kipling.
The mileage rate paid by the Town will change to 42 cent per kilometer and all other rates remain the same for 2007.
The Town will purchase a new lift station pump as per the quote from ITT Flyght.
Council voted to set the cost of the land, legal description Lot 02 Blk T Plan 96R47206 at $4900.00.
Bylaw 12-2006, being a bylaw to enter into an agreement with Allan, Joyce and John Beke was given three readings at this meeting and carried unanimously. This agreement is for purchase by the Town of approximately 30 acres abutting the Town limits.
