A regular meeting of the Kipling Town Council was held October 10, 2006 in council chambers.
In attendance were aldermen Kish, Leicht, Szakacs, Poirier and Krescy with Mayor Jackson presiding. Gail Dakue, Administrator was also present.
The bank reconciliation and financial statement for the month of September 2006 was accepted and accounts in the amount of $160,227.08 approved for payment.
The Administrator’s report for September was accepted as presented. The Administrator was instructed to determine and transfer funds to a savings account.
The Police Report, was heard, along with those of the Town Foreman and the Mayor.
Community Development Officer, Bert Roach attended Council to give his report. Committee reports were also heard.
The following correspondence was dealt with: Kipling & District Association for Handicapped Adults; Kipling Youth Center; Clearing the Path; Kipling & District Lions Club; Corrections Canada; October Fest - Kennedy; Canadian Citizenship Reaffirmation.
The Town will waive the hall rental for the Kipling & District Lions Club fund-raiser, October 27, 2006.
Christine Weeding and Shelly Krescy were appointed to the Kipling Library Board.
Council agreed to accept the tender as received from Gee Bee Construction for the removal of snow for the 2006/2007 season.
The Election officials are to be paid as follows: Returning Officers - $175.00, Poll Clerk - $130.00.
The following utility accounts are to be written off as uncollectable: Bill Card #674-2 - $200.00; #696 - $340.00; #694 - $460.00.
One utility account is to be added to the tax roll: Bill Card #271 - $551.00.
The Town will proceed with tax enforcement on the following properties: (a) Lot 4 Blk 31 Plan BJ1738 (b) Lot 11 Blk 22 Plan Z1130 (c) Lot 14 Blk 33 Plan 74R38778.
The Arts Council will be given one hall waiver for their assistance with auditions during the Red Paper Clip weekend.
The repair estimates from McMillan Motors for repairs to the Town trucks, was accepted.
Council approved the special occasion permit as requested by Kipling Rink Management for the dates November 10, 11 and 12, 2006.
Council adopted proposed Cemetery Regulations as presented.
Bylaw 11-2006, being a bylaw to amend Bylaw 10-2005, to Regulate the Operation, Parking of Vehicles and the Use of Highways, was given three readings and adopted.
